Tbilisi Prosecutors Office, completed in February 2012, sits to the north-west of Tbilisi, on the outskirts of the city center. The building is eye-catching, consisting of a steady, stark black frame with delicate volumes suspended inside. 70% of the building is freestanding, off the ground, creating an impression of 'floating' objects. The geometrical units of the building stacked on top of each other form terraces and balconies. 
The brief was to create an efficient workspace with a substantial lobby and a car park area for 60 staff members. The ground floor serves as the main access point, with a security checkpoint and a lobby. The top floor is dedicated to the judicial offices, a meeting room, a mini-canteen, and a terrace. A Skypark on top of the building is intended for conferences, various functions, and celebrations. The heart of the establishment is a staircase with its connecting platforms - a transition point between civilians and employees. The interior effectively uses glass to create a feeling of transparency, in contrast to the bold impenetrable structure. The rear of the building is flat yet functional with just a few windows, conversely to the exposed front-facing facade. 
The choice of materials and the form is not incidental; instead, it has been chosen to echo the function of the building. The stark geometry of the black frame symbolizes the uncompromising nature of the legal system. It is an ode to privacy and transparency simultaneously, highlighting the importance of law and justice. The building becomes fully transparent upon nightfall.
